Objectives

To generate a body of knowledge on municipal finance in small and medium towns in India and to influence the recommendations of State Finance Commissions.

Geographical spread

Initiated in 8 states, namely, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Madhya Pradesh, Gujarat Uttar Pradesh and Rajasthan, covering 35 municipalities.

Key outputs

The study analysed municipal revenue generation, the role of state transfers, expenditure priorities and overall fiscal balance of the towns covered in the study. It also looked into the state of accounting reforms in these cities, the extent of citizen's awareness and participation in the financial processes of the municipality.
