The study covered a sample of 420 citizens across ten states of India namely; Bihar, Gujarat, Haryana, Jharkhand, Kerala, Madhya Pradesh, Orissa, Rajasthan, Uttar Pradesh, Uttarakhand.

The rural – urban ratio in the sample is 280:140

Seeking information from Government Departments: Availability of PIOs (Public Information Officer), rate of applications, success in getting information etc.

Response of the Appellate Authorities & State Information Officers.

Evaluation of performance of State Information Commissions: Disposal of appeals/complaints, composition of state information commissions, support from state governments.
