Objectives

To document the process of annual planning /budgeting and the impact of government/SSA–CSO partnership in the process of school level needs assessment, micro-planning and cluster/block/district level consolidation of these plans under the banner of Jharkhand Education Project Council (JEPC) through training and facilitation as well as technical support to achieve the objectives of Sarva Shiksha Abhiyan.

Geographical spread

Seven districts were randomly selected covering all 5 divisions in Jharkhand, i.e. North Chhotanagpur, South Chhotanagpur, Kolhan, Palamu and Santhal Pargana.

2 schools from each of these 7 districts were randomly selected for the study along with Village Education Committee (VEC) members and the villagers.

Key areas/components

Feedback was taken on predefined formats from the district nodal CSOs and the concerned officials. For insight beyond the data, focus group discussions were done with school teachers and members of the VECs in the sample districts/villages.
