Objectives:

To increase knowledge on citizen participation in fiscal processes at the local government level, with a view to improving government, aid donors and civil society actors’ performance in respect of fulfilling potential for participation to deliver goals of enhanced material well-being and more democratic governance.

To strengthen capacities of research partners and other civil society and local government actors to research, influence and participation in the most critical fiscal spaces and processes; and

To learn from successful initiatives to date.
Geographical Spread:

Five states in India: Kerala, Karnataka, Gujarat, West Bengal, Himachal Pradesh and Uttar Pradesh.

To capture the wide gamut, case studies spanning rural and urban India, as well as different governance styles have been captured.

Focus on qualitative analysis to assess people’s participation in resource raising, budgeting and execution and monitoring.
