PRIA was appointed as Technical Advisor to Ministry of Panchayati Raj, Government of India to help state governments evolve a list of all activities (under different line departments) at varying levels in district administration, which should be devolved exclusively to different tiers of panchayats.

PRIA helped and technically guided governments of Andhra Pradesh, Arunachal Pradesh, Andman and Nicobar, Bihar, Chhattisgarh, Dadar and Nagar Haveli, Gujarat, Haryana, Himachal Pradesh, Madhya Pradesh, Orissa, Punjab, Rajasthan, Uttar Pradesh and Uttarkhand to move in this direction taking into account aspirations of people, resource and capacity realities and the Principles of Subsidiarity for devolution
