Objectives:
To explore how marginalized groups raise voice in the institutional spaces of local governance and what impact does such voice has on governance, including local governance system, which came to place in rural and urban areas through Constitutional Amendments in early 1990's.
Geographical Spread:
Cases where voice manifestation had resulted in success were selected. In Orissa , the voice manifestation is of an on-going nature.

Four categories of marginalized groups were identified; women, dalit, tribal, and youth.
