Institutional Development of SLMIO, Afghanistan

 

Sustainable Land Management Institute Organisation (SLMIO) was established in 2011 and was legally incorporated as a non-governmental organisation (NGO) with the Ministry of Economy, Government of Afghanistan. The initiative was taken up by a multi-stakeholder group comprising of government departments, the university, bi-lateral donors, multi-lateral donors and international NGOs. Its founding members included Aga Khan Foundation (AKF), Bamiyan University, Provincial Government of Bamiyan, Catholic Relief Services (CRS), Provincial Department of Agriculture, Irrigation and Livestock (DAIL, Bamiyan), HELVETAS Swiss Intercooperation (HSI), International Centre for Integrated Mountain Development (ICIMOD), Jesuit Refugee Service (JRS), Group for the Environment, Renewable Energy and Solidarity (GERES), Solidarites International, Swiss Agency for Development and Cooperation (SDC) and the United Nations Environment Programme (UNEP). SLMIO has secured core funding from SDC through HIS and received other contributions from various SLMIO members.

SLMIO, being operational for more than a year, realised the need for a systematic review of its institutional architecture and decision making mechanisms. SLMIO requested PRIA to facilitate this review and suggest future roadmaps for its institutional development in line with the international standards and national laws of the Government of Afghanistan.

+Objectives
  • To establish Terms of References (roles and responsibilities) of the decision making bodies, especially for the General Assembly, Board of Directors and Technical Committee

  • To clarify rights and obligations of SLMIO members

  • To support the SLMIO management in specific tasks linked to decision making (preparation of decisions for different bodies, regularity of meetings, etc.)

  • To review the 5 year strategic plan and business plan

  • Visiting the founding member organisations of SLMIO and conducting interviews with key individuals in Kabul and Bamiyan

  • Facilitating a one-day workshop in Bamiyan to identify and discuss the current opportunities and challenges as key factors for exploring a renewed strategic direction of SLMIO

  • Facilitating a sharing workshop in Kabul to share the preliminary findings of the first mission and to receive initial feedback and additional input

  • Preparing and sharing an interim draft report with SLIMO and its members

  • Facilitating a workshop with the General Assembly members to develop clarity on future institutional development of SLMIO and to further concretise the recommendations in a consultative manner

  • Preparing and sharing the final report based on the findings and analysis
