Following the first training programme on Preparation of Community Based Detailed Project Report (DPR) which was held in Ranchi in June 2016, the second phase of training was organised at Xavier Institute of Social Sciences (XISS), Ranchi during 26 to 28 July 2016. In all 21 participants (2 female, 19 male) attended this three-day training programme.

The training programme addresses two major components. The first is to build capacities of practitioners on drafting community-based DPRs related to water security plans (WSPs). These practitioners are already working on issues related to water security in various parts of Jharkhand. The second objective is to test the training methodologies suggested in the Training Module on Preparation of Community-Based DPRs prepared by PRIA.

Information on various programmes related to water security in India was shared on the first day. Rakhi Bandho, an innovative use of the participatory process of role play, was conducted in which participants were asked to identify the key stakeholders in drafting community-based DPRs. The participants found this a very useful and easy way to identify important stakeholders.

On the second day of the programme participants learnt data collection processes and how to fill specific formats related to preparation of DPRs and WSPs. They also learnt various technical aspects, e.g., structure and design of water bodies, storage systems and capacity, filtration and chlorination, bearing capacity of soil, Schedule of Rate (SoR), etc. This technical knowledge is necessary to complete DPRs. On the third and final day, participants used the information and knowledge they had been provided over the past two days, to practice drafting DPRs. Each group shared their DPRs in the plenary.

The training programme was supported by Avik Ambala, Assistant Engineer, State Project Management Unit of a World Bank project.
