Dr. Rajesh Tandon

Dr. Rajesh Tandon, is President-Founder of Participatory Research in Asia (PRIA), a voluntary organization providing support to grass roots initiatives in South Asia. Dr. Tandon is an internationally acclaimed leader and practitioner of participatory research and development. He has served on numerous government task forces and committees both nationally and internationally. He is also the UNESCO Co-Chair for Community Based Research and Social Responsibility in Higher Education.

Mr. Manoj Rai

Mr. Manoj Rai has over 20 years of Experiences and Expertise in issues related to Governance, Poverty, Service Delivery, Social Analysis, Budget Analysis, Social Mobilization, Communication, Use of Social Accountability tools such as Citizens Report Cards and Social Audit-Public Hearing. He has vast experience in designing and conducting Participatory Research, Monitoring and Evaluation, Policy Advocacy, Networking and management of large Civil Society networks and coalition of multi-stakeholders.

Dr. Anshuman Karol

Dr. Anshuman Karol, He is working with PRIA (Society for Participatory Research In Asia) based in New Delhi where he is responsible for providing support to different states in India on decentralized district planning through The Asia Foundation, UNDP, UNICEF sponsored programmes. Prior joining PRIA, he worked with CPRI, AERC and IIHS in Shimla, Himachal Pradesh. He had more than 11 years of experience in development sector especially in research, programme evaluation, policy analysis, advocacy, capacity building and community mobilization in backward regions of India.

The erstwhile top-down approach to planning, with a powerful centre, needs to be questioned and analyzed in the interest of democratization. The essence of the process of decentralization lies in an increased participation of the people and a greater emphasis laid upon grass root level planned development.

District planning enables this kind of participation where the people come together and lay integrated plans based on the resources available. A coordinated effort between the people and the elected governments would ensure the implementation of an effective decentralised mode of planned development.

In this course, the learner will receive a comparative study between centralised and decentralised planning. It also helps to gain deeper insights into the constitutional provisions and the tools required for participatory integrated district planning. Nonetheless, there are certain challenges to overcome before a successful establishment of such democratic modes of planning. This course will help in dealing with such issues to promote grass-root level participation in district planning.
