Technical Support to Ministry of Panchayati Raj, Govt. of India for Organising Seven Round Tables for Strengthening Panchayati Raj Institutions in India

Objectives

Ministry of Panchayati Raj convened roundtable meetings of ministers and principal secretaries of all states to develop a consensus roadmap for future strengthening of panchayati raj institutions on the basis of latest data on status of panchayati raj institutions in different states. PRIA provided technical support in organizing these round tables.

Key areas / components

• Preparation of fact sheets on status (as on the given date) of devolution, gram sabha, planning, reservation and capacity building of Panchayats
• Data were generated from latest available information in governmental records
• Data were validated, supplemented and corrected by seeking relevant information from PRIA’s own field areas and from different CSOs
• Data were analysed and consolidated to prepare latest fact-sheets on 18 aspects of functioning of panchayati raj institutions
• State specific fact-sheets were then sent to respective state governments for updating and validation

Key outputs

The fact sheets were presented to a group of ministers at the roundtable. The fact sheets became the basis for discussions between union ministers and state ministers, which resulted in acceptance of 150 joint resolutions (steps) for strengthening panchayati raj institutions. Year/period 2004
