Dr. Rajesh Tandon

Dr. Rajesh Tandon, is President-Founder of Participatory Research in Asia (PRIA), a voluntary organisation providing support to grass roots initiatives in South Asia. Dr. Tandon is an internationally acclaimed leader and practitioner of participatory research and development. He has served on numerous government task forces and committees both nationally and internationally. He is also the UNESCO Co-Chair for Community Based Research and Social Responsibility in Higher Education.

Mr. T. R. Raghunandan

Mr. T. R. Raghunandan, Former Joint Secretary. Ministry of Panchayati Raj (MoPR), Govt. of India. Mr. Raghunandan has more than 26 years of experience as Indian Administrative Service (IAS) officer holding executive, corporate management and policy making positions in state and national government levels. He is specialist in formulating policy with respect to local governments and decentralisation.

COURSE SUMMARY

Activity Mapping or Functional Assignment, as it is internationally known, is the methodology of defining specific jurisdiction of responsibility for local governments in respect of each sector of services.

This ten week course on Activity Mapping describes the process of identifying the list of activities, which local governments (Panchayats and Municipalities) should perform exclusively and/or in collaboration with other agencies or tiers of government, in order to fulfill their constitutionally mandated roles and responsibilities.
