The programme envisaged that a cadre of enlightened/strengthened visionary leadership with strong intermediation skills and strong networks of locally rooted institutions at the grass roots level, which are democratically governed and managed with collective leadership will emerge through planned interventions. It was hoped that this cadre of enlightened leaderships and their networks would facilitate meaningful interface between citizens groups and various governance institutions to articulate their demands and access their rights and entitlements.
