To ascertain what, in the original project proposal, remains relevant in terms of its geographical location and strategic implementation.

To suggest what changes, if any, need to be made so in an appropriate project intervention meeting the priority needs of the beneficiaries can be developed.

To ascertain what capacity will be required to ensure that the project is well implemented and managed professionally throughout its life cycle.

To assess the human resources required in light of above capacity needs and map out the job profiles, expected roles and responsibilities of each profile.

To draw the blueprint of the organizational human resource strategy ascertaining whether the organization staff currently employed in project areas have the capacity/skills/training/experience to be deployed in the proposed participatory community development project.

To identify what additional training or capacity they will need to make a successful transition.
