The project tried to ascertain what, in the original project proposal, remains relevant in terms of its geographical location and strategic implementation and to suggest what changes, if any, need to be made so an appropriate project intervention meeting the priority needs of the beneficiaries can be developed.

To draw the blueprint of the organizational Human Resource Strategy ascertaining whether TLM staff currently employed in project areas may have the capacity /skills / training / experience to be deployed in the proposed participatory community development project.
