Department for International Development (DFID) was preparing a Country Assistance Plan (CAP) for India for 2004 to 2007. Towards this end, a series of consultations were organized in recognition of the importance of a demand-driven approach, which sought to guide DFID, India’s future programmes and support activity in India.
Consultations focused on CSOs working in the states of Uttar Pradesh, Uttaranchal, Madhya Pradesh, Chhattisgarh, Bihar, Jharkhand, Orissa and West Bengal. The elected representatives of panchayati raj institutions and municipalities came primarily from Uttar Pradesh, Uttaranchal, Bihar, Madhya Pradesh and Chhattisgarh.
A comprehensive picture emerged which encompassed several issues highlighted by these civil society actors from across the different states. The participants also deliberated on DFID’s possible role in extending support and defined relationships which it could establish with government, multilateral and bilateral agencies, local self-governance institutions and CSOs.
PRIA facilitated three such consultations in India involving a total of 90 participants from 60 CSOs and 26 elected representatives from panchayati raj institutions and municipalities.
