Objectives
To build capacities of panchayat elected representatives to strengthen delivery mechanisms of development programmes
Sensitize, collectivize, mobilize and empower the marginalized and women to stand for their rights and entitlements by participating in social audit through gram sabha/social audit forum

Muzzaffarpur and Samastipur districts of Bihar
Key areas/components
Focus was on educating, sensitizing and enhancing capacities of elected representatives vis-à-vis their roles and responsibilities in implementation of selected developmental programmes.
Making them aware of importance of social audit and how to facilitate the process.
Empowered gram sabha/ social audit forum/ ward committee to voice their concerns, demand accountability and get engaged with NGOs/CBOs/CSOs/ citizen collectives/ social audit forum/ vigilance and monitoring committees.
Facilitate the social audit process with thematic focus on select developmental programmes in district and blocks.
Key outputs
Capacity building of 16 Animators and 3 CSOs on social audit process.
Informed mandate among gram sabha members on provisions of NREGA, concept and process of social audit and their role and responsibilities.
Capacity building of panchayats to lead local developments in their areas in collaboration with local administration and civil society.
Initiated dialogue, sharing of experience and discussions on issues of devolution, capacity and practical challenges in implementing centrally sponsored schemes through panchayats among various development actors.
Formation and capacity building of vigilance and monitoring committee of 12 panchyats.
Facilitated the complete process of social audit in one panchayat.
Formation of social capital and pool of resources on social audit.
