This project developed and field-tested the survey instruments in Orissa and UP and revised them.

To revise the instruments to prepare the detailed questionnaire which can be implemented across the states to understand the current status of decentralization in the health sector in the states.

Analysis of range of choices over roles that the PRIs and the civil administration at district, block and village levels can play and assess their capacities to do the same.
