The main objective of this project was to design and implement a performance monitoring and rating system for Gram Panchayat assessment by establishing key performance criteria on a pilot basis. The lessons learnt from the pilot were used for further scaling up.

The main objective of this assignment is to design and implement a performance monitoring and rating system for GP assessment, by establishing key performance criteria, on a pilot basis. The lesson learnt from the pilot will be used for further scaling up.

Key areas/components:

Dialogue with SPU/Project Director and District CEOs to orient them on the proposed pilot and identify progressive/high potential sample districts and villages

Identify the sample (30) villages through a consultative process.

Orientation and training of PRIAs core team members

Sensitization of communities and gram panchayats in selected villages before the actual CSC exercise is carried out.

Generating performance indicators using the CSC methodology in sample villages.

Analyzing and shortlisting (10-12) indicators to generate standardized checklist .

Submitting detailed report that includes methodology followed to develop the standardized checklist and scaling up strategy to implement this in 2046 GPs using the Citizen Report Card (CRC) Methodology.

Training selected project staff to implement in Rating Mechanism in 2000 GPs
