I must admit I am a ‘junkie’ for republic day parade. I have watched it on TV for decades; I have also participated in school parades in earlier days. आज भी मैंने राजपथ पर सजे-धजे ऊंट देखे; सलामी देती सेना के जवान और नयी तोपें देखीं. देश भर की झांकियां गाँधी जी के नाम पर देखीं. I assumed that we are now an independent nation—India! We are our own governors & managers now. बचपन से याद किया कि अब हम आज़ाद हैं, गुलाम नहीं. Republic means governing our society is a ‘public affair---where citizens govern public good’. और गणतंत्र का अर्थ है नागरिकों द्वारा चलने वाला देश और उसकी व्यवस्था. Today Indians celebrate 70th Republic Day, the day on which a constitution of new India was adopted. आज हम उस गणतंत्र की 70वीं वर्षगांठ मना रहे हैं, जब हमने एक संविधान लागू किया. इसी संविधान से नागरिकों को भारत गणतंत्र में सार्वजनिक व्यवस्था चलाने का अधिकार मिला. Indian Constitution provides the basis for ‘citizens to govern public affairs’ in our republic. PRIA’s mandate on citizen participation and democratic governance is rooted in this vision of the new Republic. ‘Governance where people matter’ is not merely a slogan, but PRIA’s commitment to the spirit of the Republic. क्या हम देश के संविधान को जानते हैं? क्या हमें गणतंत्र का अर्थ समझ में आता है? How many citizens are willing to participate in the affairs of governance for public good? Are citizens governing public goods, or a handful of politicians and bureaucrats? Or, perhaps a few rich elite? हमारे पंचायत और नगरपालिका के चुने हुए प्रतिनिधि सार्वजनिक मुद्दों पर कितनी रूचि लेते हैं? 26 जनवरी की ग्राम सभा कितनी पंचायतों में सबकी भागीदारी से हुई? By negating knowledge and wisdom of ordinary Indians, their participation in everyday governance of public affairs is structurally blocked. Participatory Research perspective of PRIA gives value to popular knowledge. आम लोगों के अनुभवों और विचारों की अवहेलना करके गणतंत्र नहीं चलता है. Our Constitution starts with…”We the People of India”…and then describes its core values in the Preamble itself....शुरू होता है संविधान हमें बुलाते हुए...”भारत के हम लोग...” Justice...न्याय....आज किसको न्याय-संगत कहें? Do citizens care for justice to all? Liberty...स्वतंत्रता...बोल नहीं सकते अलग विचार? Liberty of expression, assembly, faith---to be practiced without hurting others? Equality...समानता....किस स्तर की बात करें? In a culturally hierarchical society, inequality of status is deep-rooted, still? Fraternity...बंधुता...एकरसता में दुर्भावना आ बसी? Fraternity without tolerance of diversity is creating conditions for coercion. These values of our Constitution are not merely for classroom study, but practice in everyday life. PRIA’s campaign on Youth-n-Democracy is focusing on practice of constitutional values by youth in everyday life. नयी पीढ़ी से अपेक्षा करें के वह संविधान की भावना से इस गणतंत्र को चलाने में जुटेगें? रोजमर्रा की ज़िन्दगी में लोकतंत्र प्रिया का अभियान युवाओं के साथ इस निष्ठा से ही प्रेरित है.
