Democratic decentralization of governance in the countries of South Asia has catalyzed rethinking on centralized models of planned development. These decentralized governments are likely to be closer and responsive to the needs of the poor with an aim to strengthen devolution of powers through constitutionally mandated bodies, creating spaces for the effective participation of citizens in the decision making processes. This course shall explore the idea of bottom up or multi level planning rooted in the concepts of sustainable development and inclusive growth.
