Procurement and Contract Management Unit
The unit monitors the progress of thematic programmes and projects implemented by PRIA. It facilitates the process of planning and implementation of the programmes and projects with the help of thematic units and divisions.
It facilitates the Annual Review and Planning Meeting in Delhi where PRIA Coordinators and partners discuss emerging lessons, thematic and geographical prioritisation and strategic assessment. Based on this the annual plans are finalised.
Quarterly reviews are held at the field at the end of first and third quarters where PRIA thematic experts and local partners participate. Based on these discussions, next quarter plans are made.
Biannual reviews are organised in Delhi where PRIA Coordinators and partners discuss lessons, constraints faced and review the strategy and budget is revised for projects/locations if needed. The outcome of the bi-annual review is shared with staff and partners at state level and based on the discussions, plans for next six months are made.
PCMU coordinates between District,State and National teams for effective and efficient use of resources. It also reports to donor agencies according to specific requirement of each donor.
A unique web based Planning and Monitoring System (PMS) is used for planning, budgeting, monitoring and reporting of thirteen states namely Andhra Pradesh, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh, Rajasthan, Orissa, Uttarakhand, Uttar Pradesh and West Bengal.
PRIA PRESENCE IN FIELD LOCATIONS (03-08)
In PRIA's strategy the district has been as the unit for intensive grassroots experimentations at the micro level designed to strengthen organisations of the poor and marginalised and to empower local government institutions. The choice of specific districts reflects several considerations: 1) social and economic backwardness; 2) limited presence of civil society organisations; 3) a history of prior interventions by PRIA and its partners. These perspectives add up to a compelling case for a district focus and for a more integrated approach across the three levels of intervention, which are broadly endorsed by the review team in October 2003. Within each district, practical work was undertaken. Interventions in Panchayati Raj Institutions (PRI) were anchored through Panchayat Resource Centres (PRCs). Interventions in Municipalities were anchored through Urban Resource Centres (URCs). PRCs are operational at block level, URCs operate at municipal level. Within the district, programmes are carried out directly by PRIA and other partners within the district. These are called District Resource Centres (DRCs).
