Why the need for this course?
|
|
In all societies there exist groups and individuals that are socially excluded on the basis of identity, religion, culture, caste, ethnicity etc. by powerful groups. The excluding conditions are often predominately local in nature. That is why local authorities have a key role to play in promoting and in seeking solutions to social exclusion. This course will detail the role of the local governments, their mandate and effectiveness in dealing with issues of social exclusion and highlight reforms in local governance institutions that have generated legal and technical apparatus to institutionalize participation of the most marginalized section of the society.
